Colin Ramesar

Mr. Colin Ramesar was appointed the acting president, Phoenix Park Gas Processors Limited (PPGPL) on November 21, 2025. He has 39 years of experience in the public service and energy sector, during which he held positions in Maintenance, Engineering and Operations. 

In October 2019, Mr. Ramesar joined PPGPL as the VP Operations, and has been responsible for safe process operations, optimum plant efficiency and plant availability. He has overseen several successful Plant and Facility shutdowns and is currently championing various initiatives to drive improvements in asset integrity, process safety and energy management as part of the Operational Excellence Program.

At the beginning of his career in 1987, Mr. Ramesar joined the Ministry of Works and Infrastructure as a graduate engineer responsible for electrical systems reliability in government buildings.  In 1991, he joined Trintoc and progressed through various positions in both the upstream and downstream operations in the organization.  Mr. Ramesar played an integral part in major technical upgrade and business improvement projects and during the period 2004 to 2011 he spearheaded the implementation of operational excellence initiatives for refinery operations in collaboration with Shell Global Solutions International. In his last 7 years at PETROTRIN, he was part of the Refinery Operations Management Team with direct responsibility for the reliable supply of utilities for the Pointe-a-Pierre Estate.

Mr. Ramesar graduated with a BSc. Degree in Electrical and Computer Engineering from the University of the West Indies in 1986 and attained a MSc. at the Distinction Level in Electrical Energy Systems from the University of the West Indies in 1998. He is a registered engineer with the Board of Engineering of Trinidad and Tobago (BOETT) and a member of the Association of Professional Engineers of Trinidad and Tobago (APETT).
