Provision of Engineering and Brokerage Services

Introduction

Phoenix Park Gas Processors Limited (PPGPL) formed in 1991 in Trinidad and Tobago, is an excellence-driven, customer-focused company whose core business is natural gas processing, natural gas liquid (NGL) aggregation, fractionation, and marketing. PPGPL owns and operates the following assets within Trinidad and Tobago and North America, servicing customers locally, regionally, and internationally:

• • PPGPL Trinidad- Natural gas processing and NGLs fractionation plant
  • Phoenix Park Hull Terminal (Texas, USA)- NGL loading, distribution and transportation
  • Phoenix Park Rush City Terminal (Minnesota, USA)- Propane loading and distribution

The company maximizes the value of the NGLs it markets by delivering competitively priced, high-quality products and services, operating its physical assets in a safe, reliable, flexible, and efficient manner that preserves the environment and proactively pursues value-adding growth opportunities. PPGPL and its North American subsidiaries have customer bases within the Caribbean, Latin America, the United States, and Mexico.

Objectives and scope summary

PPGPL consistently engages Engineering Contractors to execute a variety of work on the plant, including but not limited to:

• • Technical and Engineering Evaluations and Studies related to plant optimization, reliability, safety, obsolescence management, efficiency improvements, and energy management
  • Pre-FEED and FEED (Front-End Engineering) Studies
  • Detail Engineering Designs
  • Scheduling and Project Controls
  • Engineering, Procurement and Construction Services; Engineering, Procurement and Construction Management Services; Construction Management Services

These works encompass all the major Engineering disciplines in the mid-stream energy sector such as Process, Mechanical, Electrical, and Instrumentation and Civil/Structural.

PPGPL is exploring two (2) options related to this EOI (i) Engineering Services and (ii) Brokerage Services for (i) Engineering Services and (ii) Procurement of Goods and Services

Option 1: Direct engagement with Engineering Companies who can provide the services.

Option 2: Brokerage Services

1. 1. Engaging a brokerage firm that will assess PPGPL’s portfolio of projects to be developed and executed for an upcoming period and ‘source’ Engineering service providers who can fulfill the work safely, competently, and competitively.
   2. Identifying suppliers for goods and services on an as-and-when-needed basis

Special procurement conditions and additional information

For option 1, PPGPL invites Engineering Contractors capable of providing the aforementioned services of Option 1, to submit their expression of interest. Additionally, PPGPL requests the following:

1. 1. A portfolio of similar services that were undertaken by the Engineering Contractor in the last three (3) years
   2. A company profile of the Contractor.

For option 2, PPGPL invites Brokerage Contractors capable of providing the aforementioned services of Option 2, to submit their expression of interest. Additionally, PPGPL requests the following:

1. 1. A portfolio of similar services that were undertaken by the Brokerage Contractor in the last three (3) years
   2. A company profile of the Contractor.

The Expression of Interest and accompanying documents must be received by PPGPL no later than 14 March 2025 at 4:00 P.M. AST, via e-mail to the contact person stated below. Please indicate in the subject line of the email: Ref.: “Provision of Engineering Services and Brokerage Services” on all submissions.

This call for Expression of Interest does not constitute a solicitation or tender. PPGPL reserves the right to change or cancel the requirement at any time during the EOI and/or the subsequent tendering process. PPGPL also reserves the right to require compliance with additional conditions as and when issuing the final tender documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the tender documents when issued. Invitations to bid or requests for proposals and any subsequent purchase order or contract will be issued following PPGPL’s Tendering policy.
